Try lifting the speakers off the floor, so that the sub frequencies don't resonate through the floor boards, that's the only way without spending a lot of money I'm afraid.
If you have a sperate sub-woofer, which I'm assuming you do, as you stated 7.1 surrond ...... then that's the speaker that is causing you the problems with the neighbour, try and get that one as high as possible in the room, so to illiminate the frequencies going down, as the sub frequencies are the worst to penetrate floors/walls.
