Incorrect information. They don't take your money and return it.

You do however need proper papers for all vehicles

All your paper work needs to be in order including all your vehicle titles including RVs or Trailers. Otherwise it would be consider as if you were stealing the vehicle. Due to Mexican law all vehicle owners need to leave a deposit at the Mexican Customs or credit card number. This deposit wil be returned upon your return to the U.S. This prevents people living in the U.S. and selling american cars in the Mexican black market without proper title documentations and without paying import taxes. This is only applicable if you are going into deep Mexico. If you are going to a border town like Tijuana or Ciudad Juarez, they are more relax as they want americans to cross and spend their money in Mexico.
