As a lifelong resident of Louisiana, I will say that the African American community was not the only ones neglected, neither was New Orleans the only city affected by Katrina. There were plenty of people from every race neglected from the mayor and governor's lack of response, and they are Democrats. This isn't a political statement, but politics were not the reason things went so wrong during that time. The mayor who is African American didn't use his resources to help his city, the governor did not know what she was doing as they had a mock hurricane a few years prior, and they even failed that. THEY KNEW New Orleans would not withstand anything stronger than a Cat.3. I feel that if Louisiana had a responsible leader, Democrat or Republican, our state would be in much better shape.

Had the residents of New Orleans been white Republicans in a state that mattered politically, instead of poor blacks in city that didn't, Bush's response surely would have been different.
Compare what happened when hurricanes Charley and Frances hit Florida in 2004. Though the damage from those storms was negligible in relation to Katrina's, the reaction from the White House was instinctive, rapid, and generous to the point of profligacy. Bush visited hurricane victims four times in six weeks and delivered relief checks personally. Michael Brown of FEMA, now widely regarded as an incompetent political hack, was so responsive that local officials praised the agency's performance.
When Bush finally got himself to the Gulf Coast three days after Katrina, he did his hugging in Biloxi, Miss., which is 71 percent white, with a mayor, governor, and two senators who are all Republicans. Bush's memorable comments were about rebuilding Sen. Trent Lott's porch and about how he used to enjoy getting hammered in New Orleans. Only when a firestorm of criticism and political damage broke out over the federal government's callousness did Bush open his eyes to black suffering.

Sorry, I don't see any negligence. Just like the white people, the African Americans decided to live in New Orleans. A place that has flooded badly before, and will flood badly again. There were plenty of white people who were dumb enough not to have an escape plan too, but no one is putting them in the spotlight. The media knows that tragedy sells. The also know that tragedy + potential racism sells even better.

Only a person lacking any intelligence could ask a question like that. Look at how long it has taken to rebuild. The problem is that most of the lives lost were due to the mismanagement by the mayor and governor. There was plenty of time to evacuate but they did not take action. Now the blame is being passed to the national level. That is also wrong. The mayor should be tried for criminal negligence.
