Try "The Ultimate Boot CD for Windows".
The program creates a boot CD that can run a copy of Windows from the CD. It has many recovery programs, including some password recovery utilities.
The program is free.
But this website can not give out free copies of Microsoft Windows. To create the boot disk, you need a Windows XP installation CD with at least Service Pack 1. If your installation CD does not have service pack 1 installed, they have instructions how to add it.
You obviously need a CD burner to write the boot CD.

Depends on what operating system you're running. there are boot disks online that will help you recover or delete the current password so you can set a new one. Be warned that you can wipe out your hard drive if you're not careful.
