what is a blue placard? you mean a handicapped sticker? if its really a problem for someone they should call the people who run the mobile home park an complain if its breaking a rule. granted if its really for that short a time I doubt its a big deal in our area we have no street parking signs up all over an people do it here too just not for long periods of time or overnight an nobody gets tickets.

if the mobil home you lived at is a private property, then the state can not regulate it. it up to the property management to enforce it.
