The short answer is you have DNA testing done. That is the only way.
There may not be a birth or death registration. Depending on where you live, births prior to 20-27 weeks are not registered nor are the deaths of said babies. So a baby born at 4-5 months (20-24 weeks) will probably not be registered. At this gestation, it is very unlikely that a baby would be transferred anywhere as there is nothing much which can be done.
She sounds like a very sad woman, and since she cannot ask for child support, there is no way to know if a child was born and if it is his, it is probably best to do nothing. It is never helpful to feed someones delusions.

Unfortunately the privacy laws wont allow you to find out. Your husband may have better luck via attorney for her to prove she had a baby, If she did the remains could be tested to determine paternity. This is alot of expense and time to find the answer good luck

She sounds as if she is desperate for attention. Aside from this recent incident, is she a compulsive liar? Does she attempt to get your husband's attention in other ways?
Get on with life. Don't let your life stop when she announces that she has cancer or aliens abducted her cat. Give her the minimum words of sympathy and continue with your own life.

Yep, he needs an attorney for two things:
1. injunction to keep that crazy byatch away from him and you! and...
2. to get the medical records of this supposed baby.
And if there WAS a baby, then we should say a prayer for his/her little soul for having a crazy mother like that.

You can check with the medical records, the father is listed in those records.
If that's the case exhume the body and do a DNA-check.

go on line and check county birth/death records ...if there was a baby and it was born in a hospital and died there, there will be a birth and death certificate
