And now -- for a real answer:
England is 101,000 sq. km
Wales is 20,800 sq km
The area of England is about 5 times the area of Wales. This means that the average slope of the ground must be arccos(1/5) = 78 degrees for each sq km of Wales to have 5 sq km of surface. Even sheer cliffs are seldom that steep.
Wales highest point is around 1000 m high. If it just had the average slope of the country, the base could only be 400 m across. In reality the base is a few km across, typical of steep mountains.
Simply ironing out the mountains could not make Wales anywhere near the size of England. Some very substantial stretching (to about 3-4 times its size) would also be needed.

A very good question, but you need to clarify your meaning. Wales may end up having a larger area (km2), but you've asked for surface area. On that score, England would still be bigger than a flat Wales, as the surface area is less on a flat surface than it is on a non-flat surface of the same area. This is to increase surface area. A good demonstration would be to have two slips of paper, 1cm X 5cm. Keep one flat while rolling the other one up. Now dip each one into 1cm deep water. I guarantee that the flat one will be wet up to 1cm, while the rolled up one will have substantially more water on it.
