Yes Bill had a policy and a plan but he also needed Congress approval for an invasion. Bush gave himself imminant power after 9/11 and used fear tactics to get the senate and congress to vote Yeah on an invasion in Iraq.

Because they are so focused on bashing Bush they don't want to confuse their agenda with facts. Oh and Mark yes Clinton did invade Iraq (in a way) his idea of taking care of them was to bomb an asprian factory and kill a janitor. Way to go Bill!
