Proper questionnaire design is a serious topic and should not be undertaken by someone unfamiliar with the nuances of questionnaire design. It is not a matter of "difficult" or "easy" questions. There are rules about wording, ordering, even how much white space should appear between questions on a written page. If you want valid and reliable data to result from your questionnaire, I suggest you consult with someone schooled in questionnaire design. In the absence of that, there are some websites that might be helpful. This is one of the best:

Set a theme, then a topic, and target the questions at the respondents, if they are professionals, give them some credit and ask tougher questions. If it's just a casual questionnaire, don't make it too difficult, in fact, make it more fun so that it's easier for them to get a prize, it lightens the mood considerably. Hope that helps =O

check up on questions, both tough and easy. Start the questionnaire with the easy ones first and go on to the difficult one as the person progresses.
