By metalic spring or thermo element uses water to heat up and closes off the cold idle circuit. Allen screw should not be messed with until technician looks the car over any thing else that can cause idle problems first. Speeding up or slowing down the idle might mask the real problem.

to help cool the water with passing air making fuel and engine economy better it is a addition to the fan. air taken in from the front of the car keeps the valve shut longer allowing the engine to reach a operating temperature right for the car when it opens the engine breathes and the water is helped to be kept at cool level making the engine run better(idle) especially when stationary on a hot day in traffic
