In New York State I believe that if your vehicle is a 1995 or older it is not held to the same emissions standard that newer vehicles are. I'm not sure what state you are from but just put In a search for whatever state and emissions + inspection, you should be able to find out what the rules are in your state. Another way is to call two or three inspection garages and see what they tell you.

Have it replaced A.S.A.P. and have your exhaust system checked as well, dependent on where you live, you could be "Fined" for everyday that it is not fixed, or they could "tow" your vehicle.
Blame it on "The BOOBS"(ding-bat environmentalists, e.l.f.) for them getting so strict with "Fines or Towing."
