For MSN, just go to this link and type the e-mail address of the person you want to check. If it says that he is online, but you don't see him in your online list he/she has blocked you.

1. On Yahoo, you don't know. The whole iggy/block is designed so that the person being blocked doesn't know. At the blockers end, they'll have no clue that you're trying to contact them. You'll have to find a mutual contact that knows both of you to contact them (blocker) to ask and find out. If you have their e-mail, you can e- them and ask too. There is a way to check on MSN, see the answer just before mine.

2. MSN is working on something similar, but since they want to be different, questions will be directed towards groups of friends. "Microsoft plans to unveil a question-and-answer social-search tool in the coming months ... The feature will let users direct questions to a specific universe, such as a group of friends, rather than to get automated lists of results from a generic search engine." http://glinden.blogspot.com/2006/04/msn-answers-coming.html

You can't - and what's more you shouldn't.
The idea of blocking someone is that you can get rid of some idiot that keeps hassling you. If they left open some way of that idiot still annoying you then that would kind of defeat the object of the exercise...
