Ask your travel agent to be sure. Beginning in January, though, all travelers going to Mexico and the Caribbean from the United States will need a passport.

If you are going on a cruise and you leave from a US port, such as Galveston, and return to the same port, you do not need a passport. You need a certified copy of your birth certificate and your social security card, and DL or state ID. It is recommended you have a passport in case you don't make it back to the ship in time when you dock, but not required.

It would be best to just go ahead and get it even if you don't need it. Just in case. But in actual answer - if you are traveling outside U.S. borders on a cruise - you will need a passport - especially if you want to go ashore.
