in most states your employer is not allowed to say anything negative about you, if you got fired they can just say the dates of your employement with them

Depends on where you live, what type of information, and what type of employer. For example, some states have "negligent hiring" laws that say that employers need to do a background check on an employee and former employers need to release information about improper actions that could lead to future liability. So if you were fired from a previous job for stealing, and you got a new job and stole from someone your former employer could be responsible if they didn't tell your new employer when they asked for references. In the UK, they cannot disclose any ifo without written consent of the person it pertains to. Don't know about other countries though.

What do you mean by personal information? Address, SSN, Phone number?

I don't think this is legal
