Jimmy Hendrix

There are many great guitarists, and many have come close to this one, but Jimmy Hendrix is the all time best ever... living or dead. He is no.1 on any list! Eric Clapton and a few others are right up there too.

The best guitarist whoever lived is probably working some menial job and living in his mother's basement. He probably spends 8 hours per day playing guitar, not because he is getting paid for it, but rather because he loves it.

Too often we associate fame with what is the "best."

It really depends on what you would base your answer on. If you're talking from a technical standpoint, I would say Steve Vai. If you're looking for emotion, I would say Dimebag Darrell. If it's speed you're into, then look for Michaelangelo Batio. If you want to mix technique and speed then, check out Dragonforce with Herman Li. There is no completely correct answer. Just opinions. But I dig Dime.
