A specific web page which I check on almost daily can not refresh on my computer - why?

I have already tried clearing cache files and refreshing in all ways possible. This is happening only on a specific pc. When I try to link to this page from another site, a 404 error message shows up. Also, during this same time period my adaware program will not update. I asked this same question a few days ago but no answer helped. Any suggestions will be welcome. Thank you.

it contains secure information and you need to log into it. or it uses a security certifcate: check for the lock sign near the right hand bottom corner.

delete all cookies and temp. internet files!!!!!!!!!!!!!!!
