Yes. What you do with it is up to you. There a lot of free and illegal things to download, but the program is def legal!

It is free to download and use. But some/most of the content that you download won't be. Most programs, games, media etc are going to be protected content. Plus some like to add not so kind virus's and trojans to the stuff you download. Use at your own risk.
