i don't own the business and i have no legal right to do anything about it. i'd keep my hands off it, but i'd let the authorities know, and let the administration handle the problem.
anyone who does that on purpose is sick in mind and heart. you have no way of knowing what he/she would do to you in revenge when you embarrass him/her. any rash action might feel gratifying at first, but might land not only him but also you into serious trouble. i'd rather play it safe and go the legal way of solving a problem.

Ask them "What's up?" and probably report it. I mean, I've got to use it, I certainly don't appreciate that - but I still want to know why they did it. I might be nice enough to help them clean it up if they come clean and break down.
