moist air is blown towards a mountain, the air rises, cools and dumps its moisture as rain/snow. When it passes the mountain , the air is now dry so it doesn't rain on that side. If the wind always blows the same way, you get this rain shadow effect

the rains shadow effect is when warm air moves over a mountain. Since there is a lot of other moutons in the area it cant go anywhere but up. So it goes and turns into a cloud
