It used to be anywhere within 3 miles of the farm, at least when following a tractor you know it will turn off very soon.
Farming depends on outside influences such as weather conditions, thus it is impossible to necessarily do things at particular times which may force them out on the road at times inconvenient to grumpies like you

There is a tractor drivers licence they have to take to drive on the road. They are allowed to cross roads to get to fields the other side without road tax, but to drive around they need the same as any other vehicle.

They're exempt from road fund tax, but whilst on a public road (between fields normally) they must carry a flashing yellow warning light (switched on!!) and carry a warning if carrying a heavy or long load. Don't know where you get the "rush hour" bit from - didn't know they HAD rush hours in the country, and I've not seen too many of them in Oxford Street or Piccadilly lately.

Of course there isn't a law against tractors on the road! How do you expect them to get from a to b? They don't just do it at rush hour, they just don't stop when it is rush hour.

I think they can use main roads within a certain radius of the farm. Not sure what it is tho. Probably rush hour as its when they need to be getting somewhere and wonder what all the flaming cars are doing there.

I think you find they do have to pay road tax if they are taken on the roads. Not to say the farmers always do if they are only going between close fields and the Police probably wouldn't care about it anyway!!!
