Ok first of all bootup your pc and hold down either the delete key or F8 button to gain access to the bios. look in the bois to see if your dvd player is found. If it is make sure that you change the boot up sequence to boot from dvd first then press F10.
Put your os cd in the drive and reboot.
If you dont have the dvd drive installed check the cables from the dvd to the motherboard and power switch.
If you cant get this to work have you got a floppy drive? If so go to www.madboot.com and download the floppy disk this will boot your pc up and offer the opportunity to format, fdisk, or install any windows os. or use any windows boot disk

If your computer is not working properly when it is switched on, there is a hardware problem. Most of these problems can be solved by just opening up the computer and removing the dust. Detailed instructions at http://tinyurl.com/yd34oj

try doing a system restore in safe mode. if that dont work then try using a usb drive to see if it works. if not use a boot disk and go from there.
