Once one team's quota of players, (who remained on the pitch at the end of the game have completed a kick each), they can take another kick each, if there is no conclusion to the score.

In a penalty shootout, only the first 5 kickers must be so named (to the referee), after the initial 5, any remaining player can come forward, in the sudden-death situation.

In your scenario, the team with 9, who all taken kicks, can have any one of the 9 (in no particular order), take their 2nd kick. However, no player shall take a further kick (3rd, 4th etc), until all remaining players in that team, have completed the sequence.

And yes (after reading the answer below me), I just remembered that both teams will have to have the same number of kickers, so the team with 11, must choose 9 kickers.

Like GanG said, the team with less players must start kicking again with the players left, however this team can choose ANY player to kick the penalty, for example, if the 9th player just kicked, he can repeat immediately. I saw this in a game with one team with 8 players and the other with 10

The extra 2 players on the other team will have to go off thats what happened with England and Portugal.

They are suppose to shoot one penalty per player

but in your hypothetical example IF after 9 they were stlll
TIED, THEN they would be given a 2nd,chance, first for
the initial group of 5 and THEN fo r the other 4

Assuming there's 5 players on one team and 4 on another, everyone will take their turn. The team with 4 will have to shoot again with another player.

This is highly unlikely to happen though.

When both team's 9th player has taken their kick, BOTH teams start with the 1st player again. (10th and 11th players on the team with more players DO NOT take kicks)

it will continue till one of the teams win, when the 10th player shoots for the one team (the one with more players) the other team starts from the beginning and the first shooter shoots.
