Well I could help you on the graphics card, but everyone has a different definition of inexpensive, so if you could give me an email with a price range in mind, plus whether you use AGP or PCI Express, I could give you a recommendation other than the expensive stuff everyone else suggested.

You got all high end parts and then they gave you a 64 ATI X1300? What a waste... Well if you wanna change your graphics card.. Just buy the same brand ATI because ATI is the best graphics card ever... If you have to upgrade your card it'll cost allot of money, like if you buy a 512mbDDR3 ATI graphics card its worth $350 i don't know depends on where you gonna purchase it. So i guess thats it.. Oh! I have a suggestion. Get the 256mb ATI all in wonder.. It has everything...

On maximum computer CD rooms there's a tiny hollow the size of a pin someplace on there. skill down your computer and then push a paper clip or pin in there, perplexing. it is going to manually tension it to open. I reckon that very few people in the neighbourhood would go to the bother of trying to crack an encrypted WAN just to piggy back for free, unless the guy lives in Hackersville.

Don't set up a WAN, you'll have people leaching from all over your neighborhood, stick with a LAN.
Can't help you on a Video Card, and I'm ashamed I've forgotten all about that stuff -_-'

the best card for your money at the moment is a 7900 gto as nvidia is trying to get rid of the high end chips before the dx10 cards come out

Use NVDia 7600 GT - $160 or NVDIA 7800 - $220 , never use ATI. to much problem with ATI Chipset.
