Usually based on personal experince it's a cop out for a guy to get out of a relationship. Also I have been with guys who have said that and I quickly realized that they had self confidience issues that needed reassurring. Once assured that they were my number one on the confidience scale they stuck around until we found we just weren't meant to be. Hang tough and don't be afraid to ask some tough questions. He'll either say it's over or start talking to you about his feelings. Either which way don't assume until you know they answer from his lips.

It's their stupid way of saying they're breaking up with you.
Guys are really stupid when it comes to breaking up. Most of the time they just want a new girlfriend that is hotter. Once they realise they can't do any better than you, they come back and ask you out again. When they say that you deserve a better guy, they're just trying not to get kicked in the nuts :)

It means they are saying that you apparently treat them like crap, and they feel that someone else would treat them well, and at the very least, better than you.
