what is the difference between IC & CI engines?

IC I assume is integrated circuit (computer chip) fuel injected gasoline engines. CI is compression ignition (diesel).

I/C for lawn equipment refers to Industrial/ Commercial. This usually indicates that the engine block is heavier grade. I have never heard of CI.
