There is a substantial Indian population in Kenya and select other African nations. I don't believe it's declared a national holiday (as it's not a holiday native to the area), but I'm sure that many of the businesses shut down on those holidays at the owners' discretion for people to celebrate.
Interesting enough, Jewish holidays aren't considered national holidays in the United States (aren't given mandatory time off like Christmas), but in Cleveland, school is canceled for the entire population of students, not just the Jewish ones. I assume it could be similar in certain places there as well.

Can't say if it is actually a declared holiday in Kenya, but it is definitely observed by the Hindus.
Actually, as so many businesses in Kenya are owned by those of Indian ancestry, they perhaps unofficially declare it a holiday.
