Joe Bloggs is the commonly used name in UK, as is A.N.Other when explaining how to fill in an official form, or when a name needs to be used in a newspaper but one which is unlikely to be an actual person.
In USA they have a similar name, John Dow.

John Smith, John Citizen, and Joe Blow have all been given a good run in the past. The last may be an Aussie one, I'm not sure.
