It is a really good question. We just see them when they are arrested, tried or otherwise come into the public eye, but in your mind's eye you can imagine that they were babies.
Some people appear to be born without any sense of empathy - so they view other people simply as objects. So in that sense there is little evil intent - from their perspective they aren't doing anything particularly outrageous or cruel, just whatever is needed to achieve their own goals. From the view point of other people their actions are evil because they act with much less constraint and compassion than most people do.
But there are also people who are seriously damaged in childhood, and continue to express that damage by deliberate cruelty, people who enjoy inflicting pain. (Of course there are also people who are trained to do this in later life).
And then there are people who do what most people consider evil because they believe they are serving a greater good. This can be religious, political, or personal. That's the scariest category of all because often they can convince otherwise decent people to do things that are utterly repugnant. This process seems to often involve destroying empathy. So you daemonise the people or group you want to be destroyed, and have them seen as less than human.
I guess the common thread is that all these people seem evil because their behaviour is so far beyond what we think of as human norms ... and yet in extreme circumstances people do things they could never imagine being capable of doing or of ever being tempted to do.

I don't think there is one cause. Some one mentioned the kid who hammered his friend to death after playing Grand Theft Auto. You can't blame the game for that, otherwise everyone who played it would be out battering their mates to death! There was something wrong with him, the game may of set him off, but if it hadn't of been the game, it would of been something else. He was obviously a very disturbed young man!
The majority of serial killers have had some sort of traumatic childhood, but this in itself is not enough, many many people have just as traumatic upbringings and don't start making a lady suit out of women's skin!
I don't think we'll ever find out why some people do the horrible things that they do. The nature / nurture debate has been going on for centuries and I feel will never be resolved.
We must remember that man is simply an animal, and probably the most vicious animal on the planet! A fox, once in a chicken coop, will kill all the chickens, not only the one it eats. Why? Because it enjoys it! We're all, as a species, capable of killing, and loving it!

I think its something with in themselves that lets the evil take over themselves and once its released there is no stopping it within themselves, until someone else stops them, but once it is in them it stays with them its a compulsion a real sick sadistic evil that normal people wouldn't dream of doing. i also thing to catch one of these people you have to get as close to persons inner thoughts as possible ie try to get into what makes em tick. i think the police that do catch them this way know what they are doing.

I guess a cold blooded killer would be someone who kills without remorse. I can't tell you why people would want to kill someone in the first place, 'specially ppl they don't know. ........ I've run outta words. There is just no way to explain why ppl do what they do.

like in england a few months ago a boy obsessed with Grand Theft Auto murdered his best friend with a hammer. It would never have happened if his stupid parents hadnt sat there and let him play 24/7

Genetics and their environment. These people are criminally insane because their mind snaps, and become psychopaths totally devoid of social feelings & the normal concepts of conscience and morality.
