I'll try to keep this relatively brief for you.

At Federation in 1901, Melbourne was the Capital of Australia. The Parliament sat in the chambers on Spring St, Melbourne, which is still used today by the Parliament of Victoria.

Some time between 1901 and 1927, it was decided that a new capital needed to be made, as the Sydney people weren't happy that Melbourne was the capital. (As I said, keeping this fairly brief).

A compromise was made, and a location in between Melbourne and Sydney was chosen. It's closer to Sydney than Melbourne, am not too sure why. Holbrook is actually the half-way point between Melb and Syd.

Canberra is the aboriginal word for 'Meeting Place'. The city was designed as the capital of Australia, and did not exist prior to plans being made to make it the capital.

Sydney is a tourist spot,
Melbourne is for commerce, and
Canberra is for political activity, so it was chosen as capital.

Thats a trick question, Can Berra be better than Sydney? NO.
No inlet or river famous on every other city in aus but Sydney!
