Deptt of Personnel & Training Administrative Reforms,New Delhi had said that as is being done in IAS & IPS, in all other Civil Services the original seniority should be restored if a senior officer gets his promotion to a post/grade later than his junior(s).

Seniority can be reinstated or upgraded if the position calls for it. However, if the junior was promoted ahead, there will be a distortion over the senior.

All decisions depend on how much the senior can afford to pay the minister
