i am living in Dubai, UAE. Here all types of VOIP is banned by ISP (yahoo, skype... etc etc etc... you name it.. its banned). How to by-pass it? Or how to make cheap calls?

If you already have the softphone software installed on your computer, you should still be able to use it. What you can't do is access Skype.com or similar sites to top up your SkypeIn or SkypeOut account, so eventually, you'll lose the ability to connect with regular telephones.

I've heard that linux versions of Skype work no problem and that GoogleTalk, which will do the same thing, may not be blocked yet. Also, there's a rumor that the TRA may lift the ban entirely within the next 6 months, since businesses are choosing not to use blocked countries as a base and the countries are losing money.

If VOIP is blocked by the ISP, there's no way around it. Sorry.

Virtually all VOIP systems use port 5060 for SIP, the Session Initiation Protocol. This is needed for call setup and teardown. Unless you can locate a carrier who accepts port redirects for SIP (not likely) there is no way around the port block. It's also possible for the ISP or carrier to block the SIP protocol itself. In that case, there's no way to circumvent the block.

the government of the country imposes strict controls at using the internet. Your ISP is only obeying the regulation regardless of the way unreasonable that could seem to a foreigner. attempting to pass those blocks could get you arrested and you may acquire a penal complex sentence
