You need to fit an aerator disc, it's actually a venturi, should be available from plumbers merchants, if not contact the makers. I have them on all my taps.
These are the best ones.. http://www.neoperl.net/net/english/products/aerators/index.fhtml

The water out of the tap that has no bubbles is normally the one that doesn't have the screens on the faucet. I've moved into places that have had two or more screens or no screens at all on the faucet -- Your question isn't quite worded well, but if I had to guess at what you are asking, it sounds like your faucet may have no screens on it at all. Unscrew the tip of your faucet head and insert a screen (which can be found just about anywhere, walmart, lowes, even your grocery store, I believe), then screw the faucet head back on,.... that will give you 'bubbles' in your water. (note: bubbles in your water isn't normally a GOOD sign, you don't want a lot of air in your water or you will have a lot of air, too)

Quite common in USA not so popular in UK. I will assume that you are in UK as you have used" tap' and not" faucet"
You have to buy dedicated taps that already have them integrally built-in because of the multiplicity of different tap sizes.
In the old days all taps were BS 1212 which meant that you could buy a nozzle to fit on the tap outlet.

It's called an aerator. It's the tiny screen that's inside the nozzle that causes the air (bubbles) to get in the water.

Most faucets have an aerator. That is what causes the bubbles.
Aerators can be purchased at any hardware or home improvement store.
They screw on to the end of the faucet outlet.
