Do anyone know how is this school? Especially their master degree? Do Universities-Master's (West) third tier schools have much different with National third tier schools? Or the difference is they don't have so complete master or doctor degrees as National third tier schools?

There is a big difference between a third tier national university and a third tier Master's level college. Most third tier national universities are selective and have reasonably decent reputations. On the other hand, you can't get a much lower rating than that of a third tier master's level college. US News ranks UIW as "Less selective" -- which basically means almost anyone can get in.

I hope you have other alternatives.
