Putting in your 2 cents, is done without anyone requesting you to do so. A penny for your thoughts, is asked when someone is interested in your answer. It shows that we think our answers etc, are important enough to be worth 2 cents, others think it is worth 1 cent.

putting in my 2 cents, gives me 2 points. If lucky, I get a further bonus 10 points.
So it is a no loss deal.
