In a meeting/discussions at a child care how would you understand a mother or father from a non english background.

do not try to relate it alone,the first step is to go to your principal or head of the school and request a translator for the day, sometimes there can be another teacher or worker in the school who speaks that particular language, if not he may bring someone in. the last resort is to have the child interpret back and forth. its sad but it happens

Do you mean they don't speak English? If so you'd best get someone to translate. Talking about a child is not the time for misunderstandings.

Allow them time to speak if they speak some English. If they do not ask the school for a translator or ask one of the children (or other family members) to translate.
