Inzamam Ul Haq was banned from 4 ODIs, not for ball tampering but for bringing the game to disrepute by not bringing his team to the field after tea on the 4th day of the Test against England at The Oval.
So. Inzy has been banned for 4 ODIs and Younis Khan will be leading the Pakistani team in his absence in the Champions Trophy being played in India.

He was not barred from ODI because of ball tampering, but because of disrupting the game by refusing to take the field protesting against decision of umpire to award 5 penalty runs to England.

For bringing the game into disrupte. He argued with the umpires which is a BIG NO NO and also kept his team in their change rooms as a means of protest.
