I would hand deliver it. If the environment is not a good place, I would deliver the letter to Human Resources. This depends on the situation.

Hand delivered it. You never know what is going to happen. He might have a nice talk with you. Sometimes a boss can be nasty or insensitive but my boss once told me, " I have 300 people's problem... i always realise too late..."

Always hand deliver it and no matter what you are feeling for your present job or boss, you should always thank your boss for the opportunity to have worked with him/her.
