Without any agents or spending money.

First, get hold a copy of the Writer's Market 2007 (available at your local library, probably in the reference section, or on amazon.com). It lists thousands of markets for all kinds of writing, including screenplays. It also lists literary agents. It will probably be difficult to get your screenplay published without going through an agent.

Is there a local or state writers' group where you live? They can be a very good resource for information and contacts. The writers' group in my state has an annual convention where they invite publishers, agents and editors and you can get appointments with them to discuss your manuscript. There may be something similar where you live.

The main thing it takes to be a successful writer is PERSISTENCE. Talent is great, but without persistence, it won't get you anywhere. Just keep on trying. The resources are out there. You just have to keep looking until you find something that works for you.

Good luck!

It's generally best of get associated with an agent who knows how the game is played.

The best way is to submit it to festivals. Go to withoutabox.com to get started. Good luck.
