Well, there's no objective answer to that question, but I sympathize so much with Byzantium...
They are the great forgotten ones, and Europe and the western civilization owes so much to them... they were the ones that were around defending Christendom when Europe was nothing, the ones that were constantly in the first line of defense against Islam and Asian tribes when Europe was nothing, the ones that maintained and preserve the ancient Greek and Roman culture and science when Europe was nothing...and sadly, the ones that got their capital brutally sacked and pillaged by christian crusaders as a "reward" for defending Europe and its civilization for the last 600 years...
We owe so much to them...

Perhaps Byzantium. It was the civilization that helped keep the Roman Empire alive longer. You could argue that the empire was more or less dead around 325, but Constantine revamped the civilization. The army grew, the territories grew, but it was always on the decline after the death of Constantine. Sure, Justinian commanded a powerful empire, but it was still in decline.
I would argue that the Ottoman (Islman) Empire was the best. The Ottomans allowed Jews and Christians to live in peace with Muslims and encouraged intellectualism and free thought. The Ottomans were the most progressive of the ones you mentioned. They also lasted for nearly 500 years which demonstrated their power and success.

Byzantium surely. Because it had three unities of life that is the primary condition to make a civilization best. They are--1. Aesthetic Values, 2. Religious Notion and 3. Practical bent of mind.

well thats a tricky qiestion is your unbiased, the Japanese shogunate civilisation, is very interesting and unique for its excessive battles and codes of war and honour but it wasn't expansionist Modern (18th century on) is quite remarkable for alone among the backward nations of asia it caught up to and in some ways (Russo-Japan war-Japan victorious 1911?) surpassed the european powers, showing a felexibility not thought possible from their seeming rigid and conservative culture.
Indian civilisation was spiritually advanced and of course populous but though they warred amongst each other and dominated some trade they made little imapct on the world or their region
There were many islamic civilisations, Caliphates were known for their fierce armies and expanisionist ways (destroying the persian empire and even invading southern france.
Added to that they were technologically advanced eg. inventing the looking glass. The Caliphates also dominated trade. Also while some were brutal many advocated tolerance but these civilisations have decayed from inner wars and through invasions eg. Mongol invasion destroyed Baghdad Caliphate
China was a prosperous self sufficent civilisation, not needing or wanting interaction with foreign nations as such their impact on their neighbours and the world was limited, technologically advanced at some points it nonetheless was a hot bed for civil war and was subject to foreign invasions at various points while the did possess an empire it was not large and it failed to eventually move on with the times and a complete and utter revolution was needed to move the nation onwards.
The Byzantine empire and basically civivlisation is gone but it was the christian superpower, it was the eastern Roman empire and its people considered themselves romans, Constantinople was the "Jewel of Europe" and arguably the greates city in the world it was an economic powerhouse and its armies and technology for most of its history was advanced, the empire was artistically advanced also. The Byzantine empire lasted (1000 yrs 1600 with west roman empire included) The Roman and byzantine empires are considered distinct these days due to the byzantine empire being greek influenced but technically the Byzantine empire and civilisation is a continuation of the Roman empire but centered on the eatern capital. It eventually fell to the progressive ottoman empire (point for Islamic civ, but ottoman didn't last very long and became a joke in its alter days)
from my own opinion I'd say a tie between Japan and Byznatine.
Byzantine huge imapct on world also equivalent to a superpower .
Japan due to incredible advances and modern day impact.
