Well, there's no set guideline. Breaking news can define either a brand new story or new developments in an ONGOING story. For example, the earthquake in Hawaii was breaking news If today, they discovered that it had something to do with the nuke test that No Korea claims to have done it would be breaking news again.

Now Krishna, you are confusing breaking news with an "exclusive". By your definition, if CNN suddenly broke in and declared that Osama bin Laden had been captured, MSNBC couldn't break in and do the same. No. All networks can report the story and the idea is to be the first one to BREAK the story. An EXCLUSIVE would be for ABC News to get an interview with bin Laden that no one else has.

The earthquake in Hawaii was considered breaking news all day long. I guess a good 4-6 hours seems to be the going rate these days. I remember the days when breaking news was something that happened like a minute ago.

No time factor. Technically, once a TV/Radio channel breaks it to the public, no other channel can claim it as 'Breaking News'
