change it to other by right click on the page -> encoding -> and select the type of encoding

are you opening it in a browser or a text editor? To see the page you need to open it in a browser like Internet Explorer.

Note: i assume when you say doc you mean document not a Word file with extension .doc.

Open the document in a browser. Right click on the file then go to "open with" then select "browse" then select an internet browser such as Internet Explorer.

Sometimes when you right click, "open with" might not be an option. So just right click and click "properties" and it should be there.

html is very forgiving even if you do not have everything perfect. But some of the things you MUST have are:

IE 5+ will go ahead and show a web page with the last missing !! but that is about the only one that can be missing.

lol, everthing is in there it's just in code and you can't see the design :)
