You need to move things from one side to another and when you cross over the = sign you change the - to a + or the + to a -
First step
Move the .03 over to the other side of the equals which means you have to subtract .03 from both sides.
So the problem becomes
.3x + .03 - .03 = .17-.03
The .03 on the left cancels each other out
so the problem now becomes
.3x = .14
since the .3x is really .3 times x, you want to do the opposite, that means divide both sides by .3
So the problem now becomes
.3x/3 = .14/.3
That leaves
X = 0.46667

This is a very simple question and generally speaking you should have done it yourself. There are three or four ways of solving it but I am showing you two processes generally followed in Indian Schools (!) .3x+.03-.03= .17-.03 (subtracting .03 from both sides) or .3x=.14 or,x=.14/.3=.466 (2) .3x+.03=.17 or,.3x=.17-.03 or,.3x=.14 or,x= .14/.3 = 1.4/3=.4666
