The Program Plan includes many different plans, one of which could be a Marketing Plan. Other possible plans making up the Program Plan could be a Development Plan (design), a Manufacturing Plan (making the product), Distribution Plan, etc. etc.

Also, Part of the Marketing Plan could be an Advertising Plan.

A marketing plan involves planning who the customers for a product or service will be and how to reach them (with product/service features, price, distribution, and promotion), while a program plan (I've never heard this term used before, though) would be planning the details of some kind of a program.

a marketing plan outlines how you intend to generate awareness for your product or services, as well as how to execute whatever is in the plan and then evaluate its success and what not.
a program plan... im not entirely sure, but my guess is that it shows what the purpose of the program is and how will it be implemented.
