If you have bluetooth on your mobile, and on your computer. You will need to buy a small bluetooth adapter/dongle that connects to the USB port to your pc if your computer does not have a built in Bluetooth adapter.
First connect a Bluetooth Dongle to the USB port of your computer, and see that the computer autodetects it (winXP)
Then you need to detect your mobile handset from your pc. For that see start > control panel > bluetooth devices
click on it and see if you find the icon and the name of your mobile phone. If not, click on add button to start the detection dialog.

Find the bluetooth icon on your handset. and see that it contains following settings.
Bluetooth - on
My phone's visibility -Shown to all
My bluetooth name -
(After completing the networking Turn The Phone's visibility To Invisible , Or You risk of getting Bluetooth virus from other phones. Even After Turning visibility Off, you will still be able to communicate between your pc and mobile)

On the same screen, on your handset, move to the right, you will see another panel named Paired Devices.
click on the options menu on the lower left corner of your handset.
options > New paired device.
It will start the detection process.
You need to run the detection processes simultaneously on your computer and your handset. When they detect each other. They will ask for a password. You need to write the same password on both devices.
Then click on Options > Set as authorized. (on the handset)
This will ensure that you need not enter the password each time you connect to the computer.
Once this is complete, you will get a bluetooth network conection icon (connect to), also in control panel and on the task bar, from where you have a menu option to send, receive files.
