A Transom Bar can either be a horizontal bar of wood or stone that divides a window, or a horizontal bar of wood or stone that goes across the top of a door or large window separating it from a small window or fanlight above it, or it can be a lintel. In a boat, it an be any of several crossbeams in the stern. It can also be the horizontal beam on a cross or gallows, and on a car I understand it's a bar situated on the rear and to which additional lights, etc., can be mounted.

That would be what is known as a T-top. The Trans-Am was one of the first cars to have it and it became a very popular option on the Trans-Am.
