He has a daugher named Erlinda Kelly who is now in her 60's whom he has never seen his whole life. Please help me find Mr Kelly. I have no specific information but a military who came to the Philippines during WW2

Your best bet is probably to contact the American embassy in the Philippines and ask to talk with the military attache or his staff.
