zach h pretty much put it into a nutshell. The problem though, when talking about the current Executive Branch, is that they pay no attention, they leave things quite unchecked, make sure that certain things stay that way, and for some reason, they are being allowed to do so.
They are defeating the whole purpose of the system that is supposed to prevent them from doing just that. It is outrageous!

Can't just talk about checks and balances in reference to the Executive Branch. Our government was built with checks and balances on all 3 branches.
Congress makes laws, the President enforces or executes, the Supreme Court rules on Constitutionality of both laws and enforcement. The people elect Congress and the President, the President appoints Supreme Court Justices with advice and consent of the Senate. Congress has to appropriate money, and the President spends it. Congress can fail to appropriate money and deprive the President of some of his power. The President can refuse to spend money thus diminishing the influence of Congress.

It means that the different branches of government bicker and fight like little children and never get anything done.
It was INTENDED to establish rules and limitations for each branch of government, which were to be enforced by the other two branches.

there are 3 branches of government.
executive is one of them. they are all there to check eachother and balance eachother meaning no branch is allowed to make a decision before every other branch approves. this helps keep a democracy and eliminate tyranny or dictatorship
