It's called human decency. If someone has to go really bad there's no reason why you should turn them down. If someone needs to use a restroom, and you have one, what's the harm in letting them use it? Besides, even if he isn't a customer he could still be a potential customer in the future and turning him away may cause him to decide not to want to conduct business with you.

MAKE THIS FOLKS PAY 1 dollars FOR THE USE OF THE RESTROOM AND PUT A STICK SAYING THAT YOU'VE INSTALLED DETECTORS FOR SMOKES AND A WEB CAMERA WITH a links to THE ANTI-DRUGS ASSOCIATION.
you will not have customers at all and you WC will remain clean :-)

That would be just mean, what if theres a small child that really needs to go, what are you going to say after you buy some soda?Or if they have a emergency[ like the runs] you going to let them poop themselves? I would never want to go inside your restraurant, it's going to make you look bad.

Your restroom is not for use by the general public. It is for the convenience of your customers.
You are not bound by any law.

You don't have to but I think it would be nice to allow some people to use your restroom. I am pregnant and if i really had to go to potty I would be expecting for you to allow me to. Just thinking you are generous.

NO! You have the right to refuse bathroom service, ESPECIALLY to non-customers. Put up a sign that says "Reserved for (Restaurant's name) customers".
