ok i have a 86 Cadilac and it has been sitting for a year not running- i put new oil in and new gas in and charged the battery and it wont turn over - befor it had no problems with it other than a oil leak what could be the problem and how can i get it running again???

the lights do turn on and with the door open it will "ding" and the radio will turn on and we let the battery charge for 15 min

its not the starter because when trying to turn over it sounds like it will but then dies

Any car sitting for a year can be hard to revive, mostly due to deterioration of the soft stuff, like battery and hoses. Will the starter turn the engine at all? Check the battery first by testing with the horn and headlites; if they work, the starter motor may be stuck- make sure the starter is getting juice. (unlikely) My guess is that if the battery is more than 3-4 years old, the plates inside are shorting out. You may think it is charged, but if it can't hold a charge (goes dead again next day) you must replace it.
If that works, and the main mill will turn over, check the spark first; pull one of the eight plug wires and hold it just 1/4" away from engine head while someone hits the go button. A hot spark and a zap sound is good.
Here's an inside tip: take off the air cleaner, all of it, to expose the carburetor/air intake. Have a large can of carburetor cleaner ready with the long tip in place. When someone hit the go button, spray it down the air intake. Keep spraying even after the engine starts- it will- you must feed the engine that way until the fuel pump has time to pull up the gas and feed the engine.
Expect coughs and colored smoke- it will even out once it warms up. Use a container of fluid carb cleaner in the gas tank to flush out the gum and crud from old gas likely to be in the carb.

Be 100% sure your battery is fully charged. Fifteen minutes will not fully charge a dead or low battery. It takes a lot of amps to crank over the starter, very few to power the lights, horn, radio, etc. Have you tried getting a jump start or temporarily swapping batteries with a good one? It could be the starter too, but be certain it is not your battery. It's easier and cheaper to replace a battery than a starter. It's unlikely your starter just failed by sitting for a year, very likely your battery did.

IF it does not turn over then you would have to check the starter and or the solenoid. Better yet check the wiring to the starter and solenoid. You can take the starter to Auto-zone (My favorite store) and have them test the starter for you for free. Check in your manual on your car. Like the Chilton's book and look through the troubleshooter's page. Also you can look it up online in Auto-zone too!

Evidently the battery did not take the charge, sometimes they will not.. Will the lights burn, radio play, etc., if not you have a battery problem..
