a tv card i have one

You can get a T.V card and or a Video card that supports it. Most new video cards will let you use your T.V as a monitor. Not all the time is it fully clear and all. You will half to research to find out whats best. Perhaps if you get a proper T.V card and video card they will work together. Radeon all in wonder cards do the opposite that will let you watch T.V on the PC. In my opinion that's better because computer monitors are cheaper and clearer plus you could record shows to the hard drive. If you grab a good all in wonders card and a T.V card you can probably do both well.

It's called a VGA to Video Converter. This connects to the same connection that your moniter connects to, it has both a set of RCA and S/video connections and another connection so you can hook up your moniter as well. this set up gives you a much better picture than what you get when you use a video card with a T.V out. then all you need is a stereo headphone jack to RCA connection to connect your soundcard to you T.V as well.

TV-Tunner.
Or buy a VGA which have TV-Out built in on it
